This is to make character creation easier for less experienced members. Basically I'm going to create a basic list of jutsu that are available to anyone that meets the requirements. Also feel free to submit any you'd like to add here.

(WIP) Suiton(water release)D RankName: *Water PurifierRank: D Range: Close (0m ~ 5m) Type: Supplementary Description:After forming the needed hand seals, the user touches a body of water. Then, the water becomes purified of germs, bacteria, disease and other organic materials. In addition, the water becomes 'pure' which can be used for many different things. However, this does not eliminate foreign chakra from the water. This technique can purify up to five gallons of water per post. While using this technique, the user must be constantly touching the water and cannot use any other techniques. Name: *Water WhipRank: D Range: Close (0m ~ 5m) Type: Supplementary Description:Water Whip is a technique that utilizes water to create a seven foot long whip. To do this, they must perform the needed seals and concentrate chakra in their hands. By placing them together and pulling them apart, the user will be able to form the whip, where the grip is simply a sphere of water that encases one of the user’s hands. The hand it surrounds is up to the user, but it cannot switch after the technique has been cast. If anything enters the water that is around the user’s hand, the whip will lose its form and splash onto the ground. The whip is about one inch in diameter and functions as a regular whip, delivering as much pain as a leather whip would. However, the whip is a little more durable, unable to be cut by strike from regular metal unless stuck by an equivalent rank technique. The whip lasts for three posts for every rank they gain.(3genin,6chunin, etc.) Name: *Dense CannonRank: D Range: Mid (5m~10m) Type: Attack Description:Replacing speed for power, this technique creates a dense ball of water meant to cause heavy blunt damage. Once the seals are formed for this technique, the user will create a ball of water from within their body and will expel it through their mouth. The ball sits at about two feet in diameter. It will travel at the speed of an average projectile, up to ten meters, but strikes with a force of two exploding tags. Name: *Umbrella DefenseRank: D Range: Close (0m ~ 5m) Type: Defense Description:After performing a set of seals, the user will be able to create a solid, yet watery defense. Once the seals are performed, the user will spray water created from the inside of their chest through their mouth. Once the water is expelled, it will form sort of an umbrella shape that is concave to the user and about two meters in diameter. This defense can be formed in any direction the user can spit, up to two meters away. Once created, it lasts for three posts before falling lifelessly to the ground. This technique can stand up to almost any d rank techniques wwith the exception of raiton based techniques. Name: *Vision ModifierRank: D Range: Self Type: Supplementary Description:Meant as a supplementary technique, the user will use water as a medium to enhance their vision. After performing the needed seals, the user will create a circular shape with their hand. They will then generate chakra to create a film of water that expands in the void created by their hands and will increase the distance one can see comfortably, depending on the user’s chakra control. The user is also able to use this as a magnifying lens, in the sense that they are able to adjust the distance to meet their wanted field of vision. This technique lasts for three posts before dissipating. Name: *Visual ImpairmentRank: D Range: Close (0m ~ 5m) Type: Supplementary Description:A fairly tricky technique to pull off, the user will form a string of seals and create a small ball of water within their dominant hand. This ball of water is only about three inches in radius and stays solid until contact is made with it. Should this technique strike a target in the head, the water will cover the eyes so that the victim’s vision is blurred. The impediment is equal to as if they were underwater. This ball can either be thrown or applied by force, but should it hit anything other than the head, it will simply fall to the ground. The ball stays solid for two posts, and should it hit the target, will stay on their face for three posts unless pulled off. Any target of a higher rank will be able to pull this technique off. Name: *Slippery Catch TechniqueRank: D Range: self Type: Supplementary Defense. Description: After performing a string of seals, the user will coat their body in Suiton chakra. What this technique does is give their whole body a slippery feel to it. This may aid in escaping binds, grappling techniques and may even deflect weak physical blows. This technique lasts for three posts and can only affect the user. C RankedName: *Water Vortex Rank: C Range: Close (0m ~ 5m) Prerequisite: The intended target must be on top of water Description:This technique is meant to immobilize and capture a target without dealing any type of fatal blow. After performing the required seals, the user will churn Suiton chakra in a body of water. The water will then engulf the target, trapping them in a vortex about two meters in diameter. However, for this technique to be used, the user must be within five meters of the target when the vortex is initially created and must stand within one meter of the vortex after the target is caught. Once the target is inside, the user must hold the last seal and cannot use any other techniques. The technique lasts one post plus one for every ten thousand experience the user has. In order to escape, the target must have 15000 more experience, a techniqe that could counter it, or the user must be disrupted. Most shinobi would pass out after two posts due to a lack of oxygen
Name: *Rising Water Cutter Rank: C Range: Close (0m ~ 5m) Type: Supplem Attack (Also include if it is bloodline, or clan only jutsu.) Description: By performing the correct seals, the user will transfer Suiton chakra into the ground and cause a thin wave of water to flow towards a target. The water is powerful enough to split open earth, flowing upwards at a peak height of six feet, a width of a half a foot at a force equal to three exploding tags. With this technique they are able to change the course of the wave up to three times with a maximum shift of ninety degrees. The one foot thick wave travels a total of fifteen feet before dissipating.
Name: *Water Clone Technique Rank: C Range: Long (10m+) Type: Supplementary/ Attack/ Defense. Description:After performing the required seals, the user will be able to create clones made of water. Unlike a normal clone, the water clone has the ability to interact more with the environment due to it having physical substance. This allows the clone to carry out limited attacks on its target. The range of the clone is limited, only able to travel about fifty meters from the user. The user distributes a sufficient amount of chakra equally amongst their other clones, allowing them to use any C or D-Rank Suiton Ninjutsu the user knows. The number of clones depends on rank.(Genin 2, chunin. 5, jounin 10, high jounin 20.) Stats: Speed:3 Taijutsu:1 Strength:1 Stamina:2
Name: *Bullet Barrage Rank: C Range: Long (10m+) Type: Attack Description: After completing the needed seals, the user picks up a small amount of water in their hands. Then, the user blows across the top of the water, sending fifty pellets of water in a single direction. These pellets travel at twice the speed of an average projectile, and strike with a force of half an exploding tag per pellet. Once this technique is launched, the pellets travel up to twenty meters over a width of five meters before falling.
Name: *Guardian Fountain Rank: C Range: Close (0m ~ 5m) Type: Supplementary/ Defense. Description: Requiring a slightly above average level of control, this technique generates a large amount of water as a defense mechanism. By performing a string of seals, the user will stomp and create a fountain of water from the ground that flows at a speed of a waterfall. The fountain is three meters in diameter and four meters in height. This technique lasts for three posts. All in all, this creates just over fifty cubic meters of water.
B Ranked Name: *Mighty Fountain Rank: B rank Range: long (10m+) Type: Attack(guardian fountain, 7+ control) Description: After performing the needed hand seals, the user strikes the ground. Upon striking the ground, they transfer chakra into the ground causing it to shake. After that has happened, a large geyser of water will erupt from underneath the target, provided they are within twenty meters of the user. The water flows upward at a speed and strength of seven, being three meters in diameter and six meters high. This technique lasts for three posts before causing the water to simply drop to the ground.
Name: *Tidal Waves Rank: B Range: Long (10m+) Type: Attack Description: This technique manipulates the water around the user in order to not only generate more water, but to also use it as an offensive attack with potential defensive capabilities. By forming a string of seals, the user will stand on top of a body of water and quickly spin around, using their foot to cause a ripple. That then acts as a catalyst to generate a large wave that flows around the user in a radial fashion. The wave stands at a height of four meters and is one meter thick at the start, but then gains one meter of height for every meter it travels. Once generated, the waves travel fifteen meters outward before collapsing at a speed of seven
.Name:*Water Dragon Projectile Rank: B Range: long (10m+) Type: Attack Description: Water Dragon Projectile is a technique that uses the rushing force of water to cause devastating damage. By performing the required seals, the user will utilize a preexisting body of water in front of them before molding it into the form of a dragon head. Once it has been created, the user can launch the two-meter wide projectile towards a target at a speed equal to the average of their ninjutsu and control, with a maximum of ten. Following the head is a long body and tail, stretching nearly ten meters. This technique is able to travel up to thirty meters and is able to be maneuvered to an extent by the user. Up to three times the user may alter the course of the dragon, allowing it to complete a U-turn per alteration
.Name: *Water Encampment Wall Rank: B Range: close (0-5m) Type: Defense Description: After performing a string of seals, the user will expel a large amount of water from their body as a sweeping defense against hostile techniques. The water from the technique flows around the user, approximately five meters around and one meter thick, leaving only the top unprotected. Most projectiles will simply be deflected unless a heavy projectile weapon pierces with a strength higher than the user’s control. The wall lasts up to three posts unless dispelled earlier by the user.
Name: *Water Prison Rank: B Type: Attack Description: By forming a string of seals, the user is able to spew a large ball of water that stands at three meters in diameter. This ball rolls at the target at a speed of seven. Should this strike a target, they will become engulfed within the sphere. However, if this manages to strike multiple targets, it will envelop them as well, up to a total of three prisoners. One can resist being pulled into the ball if they have a strength of seven or higher. The ball will roll thirty meters, regardless of whether or not anyone has been captured. Once inside, the targets will spin with the sphere and may cause dizziness, nausea and disorientation. The technique lasts for a total of five posts, rolling included, before bursting. A RankName: *Elite Attack CloneRank: A rank Range: long (10m+) Type: Attack( Water Clone Technique, Control Stat of 9+) Description: After performing a string of seals, the user will create a large amount of water and manipulate it to form a larger version of the normal clone. The clone stands two meters tall and is quite adept in close-ranged combat. Despite the fact that it cannot perform any techniques, it possesses whip-like arms that extend seven feet and are about one foot in diameter. Should a target get struck by one of the arms, the arm will envelop the portion of the body that made contact and can be broken out of if the target has a strength exceed the clone’s own. Name: *Aquatic DimensionRank: A Range: Long (10m+) Type: Attack Description: By performing a string of seals, the user will focus their chakra into a four by four by four-meter area, creating a sort of barrier to trap people inside. Once trapped inside, the target(s) will be stuck within the cage with a limited amount of air, but will then have to worry about the water that will then flow into the boxed area. During every post that the cage lasts, the water level will rise one meter, flowing from the walls. By the end of four posts, the box will be completely filled with water. This technique lasts for six posts, but the user must be within ten meters during its creation and within fifteen meters in order to continually flow chakra into it. While the user may perform other actions, they effectively lose one stamina point during the duration of this technique. While inside, it takes a strength of nine to break out, but only a strength of seven to shatter it from the outside. Name: *Battle ArmamentRank: A Range: medium (5m - 10m) Type: Attack / defense (control of 9+) Description: Developed as a defensive technique with offensive capabilities, this technique allows the user to protect themselves and other comrades while on the move. After performing a string of seals, the user will slam their hand on the ground and create a barrier of water around them that is about six meters in diameter and three meters in height. One of the main advantages with this technique is that it is completely mobile. The user can move the barrier at a speed equal to the average of their Ninjutsu and Control, with a maximum speed of twelve, provided the user and their comrades move at an equal speed. The water around them whirls in a counterclockwise fashion, bearing four large cylindrical extremities about one meter in diameter and one and a half meters in length. These are equidistant from each other, sitting about two feet off the ground. The cylinders move at the same speed that the barrier spins. The user may keep this technique running for one post for every two points of stamina they have, rounded down. Name: *Torrential TempestRank: A Range: long (10+) Type: offensive Description: Requiring that a fairly large amount of water preexist in the area, this technique will draw from that water in order to create a devastating cyclone. After performing the correct seals the user will slam their hand onto the water source, which can come from the ground if it has soaked up a large amount of water, and cause the attack to erupt from the ground. At its peak height it will stand at five meters tall and three meters in diameter. It moves at a speed equal to the average of the user’s ninjutsu and control. The user can then change the direction of the attack up to four times, wherever the user wishes. This has the ability to uproot smaller trees, and should someone get caught in there, they will be constantly spun around with the attack while being bludgeoned by stray balls of water on the inside. This technique lasts for four posts and the user must be within forty meters of the attack in order to maintain it.
